This chapter examines the role of the Union Public Service Commission (UPSC) as the chief recruitment agency for the civil service sector in India. It discusses the history of the UPSC and evaluates the influence of the Northcote-Trevelyan Report, the Simon Commission Report, and the Government of India Act 1935 on personnel recruitment. It explains that though the UPSC is a recommendatory body it is required to point out the non-acceptance of its recommendations by the government and suggests that though recommendatory in nature, it commanded the full esteem of the executive in the earlier years of the Republic.
