Withers was born in Aigburth, Liverpool on 15 July 1867, and died in Colchester on 21 March 1950. The fourth son of Henry Hartley Withers, gentleman, and Jane Livingston, also of a Liverpool family, he was educated at Westminster (where he was Queen's scholar and Captain of the school) and at Christ Church College, Oxford (where he took a first class in classical moderations, 1888, and a third in literae humaniores, 1890).
