Party influences on policy are examined at two levels: (1) Participation of the party in the government as a whole and (2) control by the party of particular ministries in specific policy areas.

Policy is examined particularly as it takes a Left–Right direction. Party influence at both levels is found, supporting the conclusion that ‘parties makes a difference’.
