Self‐determination claims are often based on historic rights. In this, they are no different from the claims made for the existing states. State historiography tends to provide a teleological vision in which consolidation of the state is part of modernity and associated with liberalism and democracy. Historiography of the minority nations has rediscovered traditions of shared sovereignty and pactism, and presented these as both liberal democratic in implications and more attuned to the reality of the modern state and international system.
