Sets out the basic theory of consociational democracy, and reviews the main points of agreement and disagreement among political scientists concerning its utility as a model of democratic power‐sharing in divided societies. The theory suffers from an unavoidable unquantifiability, which should not, however, operate as a bar to its application as a fruitful source of guidelines for constitutional design.
