The strengthening of regionalism in Western Europe (Sect. 1) and North America (Sect. 2) during the 1980s is described, and reactions to European and American regionalism are outlined (Sect. 3). Section 4 deals with the collapse of the CMEA and the USSR. Section 5 describes the successful completion of the Uruguay Round, and its role in reinforcing multi‐lateralism and forestalling the spread of regionalism.
