Explores ways in which policy partnerships between the public and private sectors in economic development have devolved within one region of the UK (Scotland) over an extended period of time. It concentrates on two elements of the knowledge industries, namely, software and semiconductors, in a context where the majority of leading actors are multinational enterprises (MNEs), which are being progressively shaped by the globalization process. The chapter highlights both processes and challenges facing partnerships that are essentially designed to stimulate economic development within a particular part of the economy, yet where most of the businesses involved are pursuing strategies for Europe and beyond.
