The debates over EMU have exhibited a tendency to overstate its ‘top‐down’ effects, and to understate its ‘bottom‐up’ aspects. In each EU member country, the interplay between the two is likely to follow different paths and produce different outcomes. It is also necessary to differentiate between types and levels of ‘convergence’.
