The treatment of minorities in Asia has come under increased international scrutiny, and will be evaluated in light of global discourses and international norms. Thus, the applicability of the values and assumptions underlying these discourses and norms to Asia must be determined. This chapter explores the main features of the Western experience, and their relation to emerging international standards. It then considers debates on the relevance of Western experiences and international norms to Asia.
