This chapter examines the Ninth Plenum of the CCP's Central Committee held in Beidaihe, China on January 18, 1961. The objective of the meeting was to consider the diplomatic disasters suffered by China in the 17 months after the previous plenum at Lushan and to endorse the measures adopted to alleviate the economic crisis and food shortage. These measures, adopted on the eve of the plenum, included raising agricultural procurement prices and payment for peasants negatively affected by the GLF egalitarianism.
