This chapter examines the when, why, and how of the CCP's Seven Thousand Cadres Conference, held from January 11 to February 7, 1962. The conference was called as such because of the number of attendees, which included political leaders and representatives from districts, counties, and industrial enterprises. The origins of the conference were due to a watershed in the post-GLF reform process, and the political atmosphere at the event enabled policy proposals drawn up in 1961 to be seriously implemented.
