This chapter examines the dispute among Chinese political leaders on the issue of whether or not to bring in further drastic modifications of the structures of the rural collectivization in order to stimulate agriculture. Most political leaders believed that this was probably the central issue of Chinese politics for Mao Zedong. One of the major conflicts in the collectivization issue occurred in the East China province of Anhui under the leadership of Zeng Xisheng.
