This chapter examines child services for infants. It analyzes data on maltreatment of infants from California. It discusses the processes involved from the time report of maltreatment is filed to foster care placement. It argues that there is much work to do to provide a wider net of protection for infants before foster care can be considered as the temporary way station between maltreatment and permanence that it is intended to be. A summary of key findings and recommendations regarding infants is presented at the end of the chapter.
