This chapter describes the gaps and inconsistencies in current human resource practices. In many companies, the Human Resources (HR) function has the responsibility for developing the framework for producing non-routine, transformational policies and practices related to leadership, learning, change, and commitment. However, this chapter argues that they not only implement this responsibility poorly; they actually make the situation worse. The professionals who are supposed to be leaders are, at best, keepers of the status quo and, at worst, drivers of the low effectiveness of their programs.
