This chapter explores locality domains as conditions on possible anaphoric relations. It is argued that the domain of anaphora is universal and smaller than the domain of movement. The range of apparently larger domains for anaphors (restricted by c-command) are argued to be instances where independently motivated overt movements occur at LF to move dependent forms into the universal domain of anaphora. In addition, certain cases of long distance anaphora are shown to be largely insensitive to c-command, and the notion UD-form is introduced for these forms.
