Despite the two landmark events of normalization with the United States and entry into ASEAN in 1995, the latter half of the 1990s was a period of uncertain transition toward fuller integration into the global system. Fears of a capitalist plot (“peaceful evolution”) to overthrow socialism in Vietnam continued to hold back progress toward reform. The political succession to a younger generation of leaders was delayed and incomplete.
