This chapter looks at how Vietnam attempts to configure its diplomacy and security strategy to encompass the challenges of deep engagement with the global system. Vietnam's leaders remain committed to pursuing a peaceful and stable regional and global environment, which is the necessary condition for maintaining economic growth, but because they are still suspended between old and new thinking, they have difficulty in devising a clearly articulated strategy for achieving this end.
