This chapter examines direct personnel recruitment for the civil service in India. India follows the traditional system of recruitment through a competitive written examination followed by an interview. The members of all-India services and the central services are recruited and initially trained by the Government of India and deployed to one or the other state of the Union. The rhythmic inflow and outflow of officers continues under the well-known tenure system of staffing.
