This chapter examines the staffing arrangement for the higher level posts in public administration in India. The elite corps of civil servants has a total strength of 68,000 and about 30,000 of these occupy managerial posts. Unlike junior posts, the senior positions are not reserved for any particular cadre and they may be filled up from the Indian Administrative Service (IAS), other all-India services, the central services, and the Secretariat Service.
