This chapter examines how the Congress-led coalition government balanced economic growth with equality of opportunity in employment. It explains that the United Progressive Alliance took a number of policy initiatives including the National Rural Employment Guarantee Act (NREGA) and the Bharat Nirman, a major initiative on rural infrastructure development. This chapter suggests that the NREGA was the most significant government programme for having added redistributive measures to growth. It also highlights the importance of Sonia Gandhi's support for NREGA in giving meaning to the pro-poor position of the party and in helping the idea of employment guarantee gain traction.
