Domain competency refers to a civil servant’s sufficient background in the particular area in which he/she works, such as knowledge of subject matter gained from university education, work experience, or training and research. In India, civil servants have very brief tenures so there is little opportunity to acquire domain competency. This chapter examines domain competency in Australia, New Zealand, Sweden, Japan, and the United Kingdom. There is no concept of domain competency in India. The importance of domain competency in India was first recognized by the First Administrative Reforms Commission, which advocated its philosophy for the management and staffing of civil service positions. This chapter also looks at the Surinder Nath Committee and the Second Administrative Reforms Commission.
