This chapter traces the evolution of independent regulation in the electricity sector in India. It summarizes the legal provision regarding the Regulatory Commissions, explains the roles of the Regulatory Commissions at the Centre and in the states and also of the Forum of Regulators (FOR) constituted for harmonization of the regulatory approach in the sector. While explaining the vision behind creation of Regulatory Commissions, a critique has been presented highlighting achievements and shortfalls of the electricity regulatory system in the country. The authors have thereafter drawn on their experience and suggested a way forward and the steps need to be taken to bridge the gap between the vision, expectation, and reality.
