This chapter explains the perspective of competition in retail supply of electricity in the light of the legal and policy provisions in this regard. In this chapter, the authors discuss some typical cases to present a variety of issues that have evolved in retail competition through parallel distribution licensees. The regulatory response so far has also been articulated. Case studies have also been presented on efforts at making parallel licensee concept a reality. The chapter also explains the regulatory initiatives and regulators thinking in this regard. The efforts made by the Forum of Regulators at evolving consensus on the issues around the multiple licensees’ concept have also been discussed. The chapter concludes by highlighting the future challenges and suggests the way forward for ensuring retail sale competition in the electricity sector in India.
