This concluding chapter reviews two decades of policy change in which GATT/WTO was a key pressure for policy reform, although official discourse emphasized the budget, the environment, and other societal concerns. The reforms were each initiated by the Commission, and skilful presidencies and determined commissioners succeeded in securing compromises (often costly to the EU budget) and cajoling reluctant member states to accept the main decoupling components of the Commission's original plan.
