This chapter provides an overview of the research approach and data collection method used for the book. It first situates the current approach of measuring patronage among already existing ones and discusses the benefits of using structured expert interviews as a data collection method. It focuses both on the construction of the questionnaire used and on the way expert interviews were conducted. Finally, the chapter describes the data collected and the three key indicators used by each of the individual country chapters. By doing so, this chapter provides an essential backdrop for reading and interpreting the empirical evidence collected by our country teams and presented in each case study chapter.
