This introductory chapter begins with a brief review of the events surrounding the Convention on the Future of Europe in 2003. It then sets out the purpose of the book, which is to explore the legal foundations of the EU's foreign policy, or external relations as is the prevailing denomination. It brings together the various strands of EU external action, focusing on both the external policies outlined in the Treaty on the Functioning of the European Union (the former ‘First Pillar’) and the Common Foreign and Security Policy (the former ‘Second Pillar’). An overview of the subsequent chapters is also presented.
