This chapter analyzes the law and practice of mixed external action. It also looks at the EU membership of international organizations. The structure of this chapter is as follows. Firstly, a general and concise overview of the practice and its causes, as regards both mixed agreements and membership of international organizations is provided. The chapter then analyses the case law on the duty of co-operation between the EU and Member States, and attempts to spell out the foundations and possible impact of that overarching principle. The chapter subsequently turns to a number of the problems and legal issues to which mixity gives rise.
