This chapter provides an overview of legislative activity in the five democracies included in the study, the policy areas in which governments legislated, as well as descriptive statistics of the legislative treatment of government bills. Building on prominent work by Michael Thies, the chapter also presents an empirical analysis of the appointment of junior ministers as ‘watchdog’ mechanisms that allow parties to rein in ministers belonging to other parties.
