This introductory chapter begins with a discussion of the recent upsurge of piracy and armed robbery at sea and the response of the international community. It describes the Security Council's ambitious goal to eradicate piracy. It then sets out the purpose of the book, which is to analyse the international legal framework applicable to the counter-piracy operations in Somalia, off its coast and in the larger Gulf of Aden region. An overview of the four parts of the book is also presented.
