The previous chapters have shown how welfare states have changed over the last ten to fifteen years. They have highlighted the multidimensional character of change, particularly in relation to the combination of retrenchment (in traditional policies) and expansion (in new, social investment-oriented policies). This chapter develops different ways of understanding change that link developments on different dimensions. In so doing, it provides a more comprehensive understanding of social policy change as opposed accounts focusing on a single dimension only.
