Why is there no extensive scholarly discussion of democratic leadership? This chapter explores how elite theorists understood leadership as fundamentally undemocratic, and how democratic theorists, accepting this, sought to solve the problem of leadership by redefining democracy (as participatory, associative, deliberative democracy) in the implicit hope that, under more ideal conditions, all might lead democratically.
