Part II deals with the politics of inclusion and exclusion, and Chapter 7 introduces the framework for analyzing the politics of inclusion and exclusion. Again the framework draws on both the comparative welfare state literature and international migration literature, and it provides a stronger analytical handle than the theoretical perspectives of either literature individually. The main components of the framework are 1) issue framing, 2) policy venues and institutional arrangements, 3) the territorial dimension of social and immigrant policies, 4) political parties, and 5) immigrant organizing and penetration of the political process, but in particular the policy process. The territorial dimension involves the distribution of powers and responsibilities between levels of government in relation to social and immigrant policies and the geographical patterns of immigrant settlement.
