Korea has two streams of Health Impact Assessment. One stream considers health impacts in the frame of Environmental Impact Assessment and the other uses HIA as a tool to enhance population health through healthy public policy. Each stream is evolving in its own path. The former has a strong but temporary legal foundation but its scope is too narrow to assess all aspects of health impact. The latter takes a broad health model but does not have a legal foundation. Both streams need further legal support. Academia has a critical role to provide information that is needed to convince the society of the necessity of HIA. Underlying theories, assessment methods and tools, and economic evaluations showing the value of HIA are some of the priorities for research.
