This chapter explores the ways the World Health Organization/UN Children's Fund (WHO/UNICEF) immunization coverage indicators have been used, which have sometimes extended beyond their scope. It determines that this situation may be partly explained by the absence of other indicators of the national health system performance that is suitable for making cross-country comparisons. It then takes a look at The World Health Report 2000, where it showed the results of measuring the health systems in 191 member states based on five indicators.
