Chapter 1 provides the conceptual and normative framework within which this book is developed. It begins with setting out the international law context within which EU foreign investment law is born, focusing on the socio-economic reasons that require international regulation of foreign investment and the historical evolution of international investment law. The second part is dedicated to the quest for a definition of foreign investment, aiming to consolidate the divergent definitions of foreign investment that are found in international investment law and EU law.
