Research universities have a code of ethics that usually contains a section pertaining specifically to the responsible conduct of research and scholarship. In the context of research administration ethical expectations include regulatory compliance, which means conforming to the rules and regulations set by the institution and government agencies. Compliance responsibilities of the governing board, the chief research officer and, the principal investigator are analyzed in detail. Most universities have standard operating procedures for handling breaches in their ethics code, including alleged research misconduct. In general, they follow guidelines similar to those promulgated by the federal government. A conflict of commitment occurs when an employee’s primary professional allegiance no longer benefits the employer. In the case of faculty members, this most often involves time allocation. Financial conflicts of interest are defined, and methods for resolving them are discussed. The key element of all individual financial conflict of interest policies is disclosure. An institutional conflict of interest occurs if the institution or members of its administration have a relationship with a company that has a financial interest in a university project.
