During the period from 2006 to 2008, the US legal regime for examining foreign investment into the United States was carefully reviewed and underwent substantial revisions. This chapter examines US policy toward foreign investment, the concerns identified about the US process for examining such investment, and the changes made by the George W. Bush administration and Congress to implement US policy and address these concerns. It concludes by noting that the reforms made during that period both strengthened the foreign investment review process and reinforced the US open investment policy.
