This chapter introduces the conundrum in women and politics that this book addresses. Many expect women elected to public office to address women’s issues policy concerns and represent women’s needs. The presence of women, however, does not always translate into women’s issues policies. This book argues one reason for this lack of consistent association between women’s presence and policy is a need to understand how political parties fundamentally moderate how women represent women’s issues.
