In Chapter 1 it was observed that markets often fail to meet societal demand for infrastructure, infrastructures often generate substantial spillovers that result in large social gains, and infrastructures are often managed as commons. It was suggested that these three generalizations might be related to each other. Chapter 4 addressed the first two observations: specifically, it explained how infrastructure market failures can be complicated by demand-side considerations and how different types of infrastructure generate different types of spillovers by supporting and enabling production of various public and social goods. This chapter considers how managing infrastructure as commons directly relates to the first two observations. Specifically, it considers commons management as a private strategy in Section A and commons management as a public strategy in Section B.
