There is systematic variation in the types of school districts that receive significant grant dollars and the types that do not. By concentrating their grant dollars in a limited set of districts, foundations are able to achieve greater influence in these places. Using a statistical model to predict grants per student to the 100 largest districts, this chapter shows that foundations invest more grant dollars in districts with mayoral or state control and in districts with greater nonprofit capacity and expertise.
