Clarke, James Paul (19 August 1854–01 October 1916), Arkansas governor and U.S. senator, was born in Yazoo County, Mississippi, the son of Walter Clarke and Ellen White. His father’s death in 1861 left his mother to raise him alone. Clarke attended the University of Virginia where he earned a law degree in 1878. In 1879 he moved to Helena, Arkansas, where he developed a lucrative law practice. He married Sallie Moore Wooten in 1883; they had three children....
