soldier, jurist, and education leader, was born in Jackson, Tennessee, the son of Erasmus Darwin Fenner and Annie America Callier. Fenner’s father was a prominent physician in New Orleans and the founder of the New Orleans Medical and Surgical Journal; his grandfather was a South Carolina physician, a revolutionary war veteran, and a founder of the Society of Cincinnati. Charles grew up in New Orleans attending local schools and continued his education at the Western Military Institute of Kentucky and the University of Virginia. He read law in the offices of Judah Philip Benjamin, a New Orleans attorney who went on to become a leading figure in the Confederate cabinet. Fenner graduated from the Department of Law at the University of Louisiana (now Tulane University) and was admitted to the bar in 1855. He entered private practice in partnership with Lewis E. Simmonds in New Orleans.
