Born 1744, in Toulouse; died 1789, in Martinique (French Caribbean).

Engraver.

François Joseph Foulquier was a councillor in the Toulouse parliament, and died as the administrator of Martinique. He possessed a fortune and moved as a very young man to Paris, where he was the pupil of Loutherbourg and the miniaturist Hall. M. H. Vienne has catalogued 26 prints by him.
