The grandson of an architect and son of a carpenter, Hiratsuka graduated from Matsue Commercial School before studying Western painting with Ishii Hakutei and Umehara Ryuzaburo and woodblock printing with Igami Bonkotsu. He exhibited woodblock prints in the 1916 Niha (two disciplines - painting and sculpture)
