A programme which aims to widen participation in higher education, it was developed from the Excellence Challenge and Partnerships for Progression initiatives, and is managed by the Higher Education Funding Council for England and supported by the Department for Education and Skills. Aimhigher encourages young people from diverse, non‐traditional backgrounds to enter higher education; the government's target in 2007 was that, by the year 2010, 50 per cent of 18–20‐year‐olds should be engaged in study at higher education level. It particularly focuses on raising aspirations among those with disadvantaged socio‐economic backgrounds, minority groups, and those with physical and learning disabilities.
