Those qualified to elect or depose a caliph on behalf of the Muslim community. In medieval political theory, the term refers to legal scholars whose task it was to offer the caliphate to the most qualified person. Because, in practice, most rulers designated their successors, the task was generally a mere formality. Some modern thinkers have tried to accommodate this task to that of a parliament.
