The document resulting from a conference sponsored by WHO and UNICEF in 1978 at Alma-Ata in what was then the Soviet Union. It proclaimed a health policy calling for health for all the people of the world and for equitable treatment of all people, based on community participation, healthy environments, and primary health care.
