Andrews was born in Southampton on 12 March 1914, and died in Lancaster on 5 March 1971. He was one of six children. His mother was Ethel Sawford, the daughter of an agricultural and iron Stone labourer and had been a domestic servant before her marriage. His father was Frederick Walter Andrews, son of a ship's steward and stevedore, who worked as an able-bodied seaman and shunter and retired as chief inspector, traffic department, at the Southampton Docks. His sister, Evelyn Mary, married Richard W. Marsh MP.
