Prime Minister of Spain 1973–6 Born in Madrid, he studied law there and joined the civil service at the Ministry of Justice. From 1944 he became, successively, Governor of León, Santa Cruz de Tenerife, and Navarre. He became Director of General Security in 1957, and was Mayor of Madrid (1965–73). As Prime Minister, his main task was to provide for a gradual political liberalization to ensure a peaceful transition of power between the ailing Franco and Juan Carlos. He managed this with some success. However, after Franco's death he remained tainted by his long association with him. Impatient with the speed of his reforms, Juan Carlos replaced him with the energetic Suárez.
