Balogh was born in Budapest on 2 November 1905, the elder of two sons, and died at his home in Hampstead in London on 20 January 1985. His brother, Dennis, was an agricultural economist. His father, Emil, was a railway engineer and the Director of the Transport Board in Budapest, and his mother Eva was the daughter of Professor Bernard Levy of Berlin and Budapest.
